New Programs

All New Programs are subject to review for potential SACSCOC considerations. Please see the link below for more information:

Step One: Document Preparation and Submission

  • Complete the Preliminary Planning Review (PPR) document.
  • Complete the Business Pro Forma. Please consult your College Business Office for assistance.
  • For proposed programs that are not located on the main campus, complete the  THECB Certification Form for Electronically Delivered and Off-Campus Education Programs.
  • Email all documents to Academic Programs.

Step Two: Post-Preliminary Planning Review

  • Upon approval of the PPR and Business Pro Forma by Provosts’ Council, the academic unit is to develop and complete the appropriate Full Request Form provided by the Texas Higher Education Coordinating Board (THECB):
    • THECB Proposal for Bachelor's and Master's Degrees
    • THECB Proposal for Doctoral Programs
  • Determine any potential SACSCOC considerations.
  • Submit the completed proposal to Academic Programs.

Step Three: Full Proposal Review

  • Academic Programs will submit all proposal documents to the appropriate faculty committee for review. Upon approval, the proposal will be submitted for review by Provosts’ Council.
  • Following approval by Provosts’ Council, the proposal to establish the new degree will be presented by the Provost to the UH Board of Regents for review.
  • Once approved by the UH Board of Regents, an email notification will be sent by the Office of the Provost to all other public institutions of higher education within a 50-mile radius of the new program. After 30 days, the full proposal will be submitted to the THECB for review.

Step Four: Notifications

  • If approved by the THECB, Academic Programs will send an email notification with all relevant documentation to the Dean and faculty contact of the academic unit that submitted the proposal.
  • Academic Programs will notify all relevant UH stakeholders to proceed in implementing the new degree program into UH data systems.
